Name that Actor(ess), Part II

On my way to the subway Friday night, I saw a famous lady who I cannot exactly place. She's a younger lady - probably mid-30's or so, with long curly, dirty blonde hair (sickeningly perfect curls). I believe she is not American...possibly British. I feel like she was on ER, but I just checked the cast pictures and didn't see her. She's definitely been on some big TV show and probably some movies as well. Anyway, she was gorgeous and teeny-tiny. I would have thought she was taller than she looked in real life. She was walking her dog and really praising him big-time for pooping on the sidewalk! It was quite funny to listen to her. Any guesses on who she is?? You did so well last time - help me out here!
